    Abstract:
    We consider designing a call center system under uncertainty in the Poisson arrival rate. Given a prior distribution on traffic, we determine the number of servers and buffer spaces needed to satisfy upper bounds on the probabilities of blocking or delay. For infinite-buffer systems, previous heuristics under-estimate the needed servers.

    Estimating effective capacity in Erlang loss systems under competition
    Abstract:
    Internet and telecommunications service providers often purchase capacity from multiple external sources with unknown capacities, thus competing for resources with other customers' traffic streams. We estimate the "effective capacity" of an Erlang loss system under such conditions, taking into account non-stationary input, incomplete data, and accidental blocking.
